RBA Consulting: Workplace Epidemic Preparedness and Response

Workplace planning for infectious-disease outbreaks. Follow applicable health-authority guidance when assessing workplace risks and selecting preventive measures.

Understanding the risk

Coronaviruses are a family of viruses that includes those responsible for SARS, MERS and COVID-19. Symptoms can include fever, cough and breathing difficulty, with a risk of serious illness, particularly for vulnerable people. Clinical assessment and treatment belong to qualified health professionals.

Infectious diseases can spread through different routes. Incubation, symptom onset, illness and recovery vary by disease and individual; general disease-stage descriptions should not be used to diagnose an employee or determine fitness for work.

Workplace prevention measures

COVID-19 vaccines are available. Follow current vaccination advice from health authorities. Improve indoor ventilation, use appropriate masks when indicated, practise hand and respiratory hygiene, and stay home when unwell. An air-conditioning set point of 25°C does not establish that a room is safe from infection.

See WHO public advice and WHO guidance on ventilation and air conditioning.

Broader workplace hygiene

The prevention programme also covers safe drinking water and food handling, separation of raw and cooked foods, suitable food storage, sanitary waste management and control of mosquito breeding sites. These address different infectious-disease risks and should be selected according to the workplace assessment.

Education on blood-borne and sexually transmitted infections should be factual, confidential and non-discriminatory. Appropriate prevention includes safer practices and access to professional advice; a person’s identity or occupation does not establish infection status.

Response team and responsibilities

  • Steering committee: approve the workplace plan, allocate resources and review response results.
  • Medical lead: coordinate prevention activities, report the situation and liaise with health authorities.
  • Medical staff and department managers: communicate prevention advice and organize appropriate cleaning and response arrangements.
  • Human resources and production supervisors: check implementation and support affected employees.
  • All employees: report concerns promptly and follow the agreed workplace and health-authority instructions.

Practical response workflow

  1. Collect risk information. The medical lead monitors official alerts and assesses the relevance to the site.
  2. Prepare clear guidance. Explain symptoms, transmission, prevention and access to medical care using authoritative information.
  3. Report and plan. Submit the risk assessment and proposed measures to the steering committee.
  4. Prepare resources. Arrange suitable protective supplies, cleaning materials, communication tools and staff training. Medicines and clinical procedures require qualified oversight.
  5. Inform employees. Provide understandable notices and a route for confidential questions.
  6. Implement hygiene measures. Follow appropriate cleaning procedures and official advice for affected areas.
  7. Respond to illness. Support the person in obtaining medical advice and arrange urgent medical assistance when needed. Workplace separation, referral and any testing must follow applicable health guidance.
  8. Coordinate follow-up. Where required, cooperate with health authorities on exposure assessment and contact follow-up while protecting personal information. Do not apply historic quarantine rules automatically.
  9. Review the response. Record actions, assess effectiveness, maintain proportionate prevention and update the plan.

Maintain an emergency contact list

Keep verified contact details for the committee lead, medical lead, relevant department managers, emergency medical assistance and the nearest suitable hospital. Review the list regularly and ensure employees can access it.
