Energy Planning: A Core Process in ISO 50001

Historical edition context. This article explains the planning approach discussed under ISO 50001:2011 and lessons from a 2012 UNIDO training programme. Its older clause numbers should not be transferred directly to another edition.

What energy planning means

At a national or regional level, energy planning can guide long-term supply, infrastructure and policy. Within an organization, it provides a structured route from the energy policy to improvements in energy performance.

Clause 4.4 of ISO 50001:2011 covers the general planning process, legal and other requirements, energy review, baseline, performance indicators and objectives, targets and action plans.

Connect leadership and practical action

Planning translates leadership commitments into resources, responsibilities and a method for evaluating energy use. It should be consistent with the energy policy and consider activities that affect performance.

Management review can examine relevant elements at suitable stages; the entire system does not necessarily need to be reviewed at one meeting.

Analyse past and present energy use

Use bills, measurements, production data and engineering analysis to understand energy sources, consumption patterns and relevant variables. Identify significant energy uses (SEUs), current performance and the people whose work can materially affect it.

The review then identifies improvement opportunities and priorities, taking account of operational needs and available resources.

Define the outputs

  • An energy baseline for meaningful comparison.
  • Energy performance indicators (EnPIs).
  • Energy objectives and targets.
  • Action plans with responsibilities, resources and timeframes.
  • A measurement approach, operational controls and training needs.

Energy review and energy audit

An ongoing management-system energy review differs from an energy audit carried out to an agreed scope. An audit is a useful technical tool for identifying opportunities, but it does not replace the broader planning process. Any separate statutory audit obligation must also be checked.

Lessons from the 2012 IEE–Vietnam programme

Training took place in Hanoi on 16–18 May 2012 under cooperation between the Ministry of Industry and Trade and UNIDO, with Richard Morrison and Bo Kuraa. The programme emphasized maintenance criteria, operating parameters and the people influencing significant energy uses.

It linked baselines and indicators with measurement planning, operational control and training. This integrated approach helps turn a technical opportunity into a managed improvement project.
