EICC consulting — Part B: Health and Safety

Part B of the EICC Code, covering health and safety, helps businesses review workplace hazards, controls and emergency preparedness. Assessment preparation should combine records, site observations and discussions with workers.

Eight health and safety control topics

1. Occupational safety

Identify hazards involving electricity, energy, vehicles, fire, work at height and site-specific activities. Prioritise eliminating or reducing hazards through design, engineering measures and work organisation; select appropriate personal protective equipment for remaining risks.

2. Emergency preparedness

• Identify scenarios relevant to the facility, responsibilities and communication arrangements.
• Maintain escape routes, alarms, response equipment and signs.
• Provide training and drills, record deficiencies and verify corrective action.

3. Occupational injury and illness

Establish arrangements for reporting, first aid, investigation and follow-up. Analyse causes to prevent recurrence and provide appropriate personnel, equipment and support contacts. Records should reflect actual events, rather than consist only of unused forms.

4. Industrial hygiene

Review exposure to chemical, biological and physical agents at work. Compare monitoring or assessment results with operating conditions, identify affected people, and select suitable controls and follow-up measures.

5. Physically demanding work

Review lifting, repetitive tasks, prolonged standing and awkward postures. After assessing specific risks, consider improvements to workplace layout, handling aids and work organisation.

6. Machine safeguarding

Check guards, protective devices, operating instructions and maintenance. Pay particular attention to intervention, jam clearing and repairs. Personnel must receive instructions and suitable controls for hazardous energy must be in place.

7. Food, sanitation and housing

Review drinking water, toilets, canteens and any accommodation provided by the company. Monitor cleanliness, maintenance, safety and records of relevant service providers.

8. Communication and training

Hazard information and work instructions must be understandable and appropriate to workers’ language and tasks. Check the ability to apply training and maintain channels for reporting unsafe conditions.

Preparing evidence for self-assessment

• Hazard registers and controls by work area and activity.
• Equipment inspection, maintenance, permit and statutory inspection records, where applicable.
• Workplace monitoring results, health records and relevant training records.
• Emergency plans, drill reports, incident records and corrective actions.
• Site observations and worker feedback to corroborate records.

Notes on the legal basis

References to Articles 95–108 of the older Labor Code have been removed from the previous version. For implementation, consult Law on Occupational Safety and Health No. 84/2015/QH13, amendments and implementing documents in force. Specific requirements depend on the tasks, equipment, exposure levels and facility conditions.
