About the company

New Century Chemical Fiber Vietnam Co., Ltd. was established in northeastern Vietnam on 25 July 2005 as a wholly foreign-invested enterprise. The original report identifies its investors as Ningbo Cixi Import-Export Joint Stock Co., Ltd. and Board Chairman Qiu Zhi Hui. The business specialises in manufacturing, processing and trading chemical fibers and yarns.

Its factory is in Cai Lan Industrial Park, Ha Long City, Quang Ninh Province, Vietnam. The original article places it approximately 170 km from Dongxing at the China border, 150 km from Hanoi and 70 km from Hai Phong Port, highlighting its geographical and transport advantages.

At the time of the original report, total investment was approximately US$20 million. Two production lines made two-dimensional and three-dimensional fibers, with monthly capacities of 2,500 tonnes and 1,500 tonnes respectively. The product range covered 4D–22D grades, lengths of 32, 51, 64 and 76 mm, and white and blue colors. Drawing on years of fiber-production experience and a commitment to legal compliance, brand reputation, quality and environmental protection, the company supplied markets in Europe, South America, North America and parts of Asia, and reported positive customer feedback.

The company welcomed feedback from suppliers and customers and sought lasting cooperation with its business partners.

Implementing a C-TPAT supply-chain security management system

What is C-TPAT?

Following the attacks of 11 September 2001, the United States introduced measures to strengthen security. CTPAT, launched in November 2001, is the Customs Trade Partnership Against Terrorism. This voluntary programme supports cooperation between CBP and businesses to identify security vulnerabilities and protect international supply chains.

Within their supply-chain security arrangements, participating importers work with business partners and suppliers to implement security measures appropriate to the applicable CTPAT criteria.

The C-TPAT consulting project

After the initial survey, ITVC Global’s supply-chain security consultants helped plan the management system and advise on improvements to the site. With ITVC’s guidance, the factory developed procedures and controls covering:

• Physical security of the premises.
• Access controls.
• Security procedures.
• Personnel security.
• Security procedures for incoming and outgoing materials and goods.
• Container, tractor and trailer security.
• Information security.
• Security training, awareness and threat recognition.
• Business-partner selection and security.

Results recorded in the original report

The original report states that implementation was completed in late May 2016 and identifies the CBP assessment date as 3 June 2016. It reports conformance with all criteria reviewed, following the combined efforts of the factory and ITVC’s consultants.

ITVC congratulated the company on establishing its supply-chain security management system. The project aimed to strengthen cargo security and support more efficient trade. CBP describes benefits such as fewer examinations and shorter border waiting times for eligible CTPAT partners; these benefits do not guarantee automatic clearance of every shipment.
