Recalculation of facility-level greenhouse gas inventory results

1. Why recalculate facility-level greenhouse gas inventory results?

Article 22 of Circular No. 17/2022/TT-BTNMT, issued by the Minister of Natural Resources and Environment on 15 November 2022 and effective from 15 February 2023, sets out technical regulations on measurement, reporting and verification of greenhouse gas emission reductions and greenhouse gas inventories in the waste management sector. It requires facility-level greenhouse gas inventory results to be recalculated in certain cases when preparing greenhouse gas inventory reports.

The Circular requires facility-level greenhouse gas inventory results to be recalculated in the following cases:

Article 22. Recalculation of facility-level greenhouse gas inventory results

1. Facility-level greenhouse gas inventory results shall be recalculated in the following cases:

a) Changes in operational boundaries result in changes to the facility’s emission sources and activity data;

b) Greenhouse gas emission sources change as a result of changes in facility ownership or operation;

c) Errors occur in the use of greenhouse gas emission calculation methods and the application of emission factors;

d) Errors are identified in the collection or processing of the facility’s activity data that cause calculated greenhouse gas emissions to change by more than 10% compared with the results reported by the facility.

2. Details of recalculated greenhouse gas inventory results shall be presented in the facility-level greenhouse gas inventory report for the next reporting period.

2. Applying recalculation to greenhouse gas inventory results

Based on the above, greenhouse gas inventory results must be recalculated in certain cases.

The steps are as follows:

• Identify changes or errors in the greenhouse gas inventory report for the previous year or reporting period.
• Report the findings to management.
• Update the data, recalculate the figures and revise the greenhouse gas inventory report.
• Obtain renewed approval of the greenhouse gas inventory report.
