FSR — Facility Security Requirements

Facility Security Requirements (FSR) establish minimum security controls and industry practices for facilities that store, handle or dispatch theft-targeted cargo. They also address how controls are maintained. Supply-chain buyers can use the applicable FSR level when selecting and contracting logistics providers.

FSR certification applies to the scope and facilities stated on the certificate; it does not automatically cover an entire company. Single-site, multi-site and self-certification routes may be available under the applicable regional rules and level. Confirm the route, scope and authorized auditor requirements with the relevant TAPA organization.

TSR — Trucking Security Requirements

Trucking Security Requirements (TSR) address security controls for road transport of high-value, theft-targeted cargo. TSR includes a certification programme under TAPA’s applicable rules; the original description that it was outside formal certification is no longer appropriate. Shippers and carriers should agree the required level and operational scope.

The original article cited a TAPA Incident Information Service figure that more than 85% of North American cargo theft involved trucking. No reporting period was given, so this is retained only as historical context. Close cooperation between carriers and shippers remains important.

FSR and TSR establish baseline security requirements. Particular locations, threats or high-value cargo may justify stronger measures following risk assessment.

TACSS / ACSS — Air cargo security

TAPA air-cargo security standards address cargo moving through airports and related facilities, combining security practices and controls to reduce theft and the misuse of cargo for terrorism. They can complement other independent requirements, regulations and TAPA programmes. The original article used the name TACSS; TAPA APAC’s Air Cargo Security Standard (ACSS) page also discusses TACSS and its revision. Confirm the applicable edition and regional rules before implementation.

Editions and transition arrangements vary by region. TAPA EMEA has published FSR/TSR 2026 documents; TAPA AMERICAS announced FSR 2026 training and audits from 1 October 2026. Businesses in Vietnam should confirm the applicable requirements with TAPA APAC and their customers.
