Detailed scope

1. Assessment, change management and procurement

• Assess project implementation status and understand delivery procedures in order to plan project management and control.
• Assess changes affecting design, construction, material and equipment procurement, occupational safety, environmental protection, fire and explosion prevention, testing, acceptance, handover and operational training. Recommend measures to the owner to manage their effects on safety, quality and schedule.
• Prepare tender documents and advise on contractor selection.

2. Contract, schedule and quality coordination

• Monitor and coordinate contractors’ progress and quality against their signed contracts.
• Review documents submitted by contractors and other consultants under their contracts with the owner.
• Coordinate contractor schedules and revise or replan the project schedule when necessary, consistently with approved milestones and the overall programme.
• Monitor, assess and report contractors’ progress. Address delays and propose practical recovery measures against the agreed schedule.
• Coordinate contractors’ activities against important project milestones and time windows.
• Review construction methods and contractors’ quality plans.

3. Risk, testing, safety and handover

• Manage project risks.
• Develop, review and coordinate the plans and conditions for testing, inspection, commissioning and acceptance in line with the overall schedule.
• Check, supervise and follow up contractors’ occupational safety, environmental protection and fire/explosion prevention measures.
• Inform the owner whether the work is complete and ready for acceptance activities.
• Review training plans and coordinate contractors’ operator training, operating instructions and technology transfer.
• Other related work within the agreed scope.
