Hazardous Waste Generator Registers: Updated Guidance

Important update: the procedure for issuing hazardous waste generator registration books was abolished under the Law on Environmental Protection 2020 framework. Older application instructions should not be treated as a general requirement for every business.

1. What should a business address?

Generators declare hazardous waste quantities and types in an environmental permit application or environmental registration, as applicable. Abolishing the registration book does not remove waste management responsibilities.

2. Facility review scope

  • Production activities, materials and waste-generating processes.
  • Composition, codes and quantities of each waste stream, supported by an appropriate classification basis.
  • Sorting, packaging, labelling and on-site storage arrangements.
  • Waste prevention, leak prevention and incident response measures.
  • Transfer records, contracts and information about appropriate receiving organisations.
  • Consistency between actual data, environmental records and related reports.

3. Consulting process

  1. Collect environmental records and waste generation data.
  2. Survey current conditions, waste sources and improvement needs.
  3. Review classifications, figures and information to be declared.
  4. Help complete records, management procedures and monitoring arrangements within the agreed scope.

The detailed scope depends on the facility's activities, waste quantities and existing documentation. One outdated checklist should not be used for every case.

4. Previously issued records

Keep an existing registration book and supporting records for historical reference. When changes occur, review the applicable current documentation requirements rather than assuming that the old book must be reissued.

5. Reference

See the official Ministry explanation of the abolished registration-book procedure. Project documentation should be checked against current regulations and guidance.
