Groundwater Abstraction Permits and Records Review

ITVC helps review groundwater abstraction needs, existing works and related records to define a suitable consulting scope. Declaration, registration and permitting are different procedures; not every groundwater use requires the same permit.

1. Identify applicable requirements

The procedure depends on water-use purpose, abstraction scale, location, the condition of the works and area-specific rules. Exploration, abstraction and drilling practice have different scopes and should be considered separately.

Older guidance under Decree No. 149/2004/ND-CP or forms from 2005 should not be used for a new submission without checking current requirements.

2. Information to prepare

• Location, water-use purpose, demand and planned or actual abstraction rate.
• Number of wells, construction, depth and current condition.
• Available geological, hydrogeological, exploration or well-construction records.
• Water-quality results and monitoring and operating data.
• Maps, location drawings and documents relevant to the site.
• Existing permits, registrations and previous records, including subsequent changes.

This list supports an initial review. Submission contents, forms and copy requirements depend on the applicable procedure.

3. Implementation steps

1. Understand the need and review available information and records.
2. Survey the works, area and abstraction data.
3. Review abstraction capability, water quality and impacts requiring assessment.
4. Identify documentation needs, missing information and the support scope.
5. Complete records and assist with clarifications within the agreed scope.

4. Follow-up after registration or permitting

The facility should track its permit conditions and applicable operating, monitoring, reporting and other obligations. Changes to the works, abstraction rate or water-use purpose require a review of the appropriate procedure before implementation.

Validity, renewal submission dates and amendment conditions should be checked against the specific permit and current rules. One universal deadline or an old reporting frequency should not be applied to every facility.
