Greenhouse Gas Emissions Mitigation Planning

ITVC Global helps businesses prepare and implement greenhouse gas emissions mitigation plans, from operational surveys and emissions inventories to selecting measures, assigning responsibilities and tracking results. The scope is defined by the facility's characteristics, applicable requirements and business objectives.

1. When does a business need a mitigation plan?

First establish whether the facility is subject to mitigation obligations, rather than assuming that every business has the same duties and deadline. Review its sector, inclusion in relevant facility lists, allowance allocation status and requirements for the applicable period. Businesses may also prepare voluntary plans to meet customer expectations or internal climate objectives.

A plan helps identify energy losses, select suitable measures, estimate resources and demonstrate progress. Expected reductions and savings should be assessed using actual data; no single reduction level or payback period applies to every facility.

2. Legal references and deadlines to check

The regulatory framework includes Decree 06/2022/NĐ-CP and amendments, including Decree 119/2025/NĐ-CP and Decree 83/2026/NĐ-CP. Check the rules in force and the guidance applicable to the facility when preparing its documents.

The deadline before 31 December 2025 for the 2026–2030 planning period, quoted in the earlier article, has passed. Businesses should review the status of submitted documents, update obligations and any outstanding submissions with the competent authority. This date should not be treated as an upcoming deadline. Confirm the receiving authority and submission method under the current procedure.

3. Five-step consulting process

  1. Survey and inventory: Define boundaries, emission sources, energy and fuel data, and other relevant activity data.
  2. Current-state analysis: Calculate emissions, review data quality and identify significant sources.
  3. Target setting: Select a baseline year, reduction indicators and a roadmap consistent with applicable requirements and implementation capacity.
  4. Measure selection: Assess technical, operational, management and financial measures, including estimated costs, benefits and implementation periods.
  5. Monitoring and updating: Assign responsibilities, establish indicators, compile results and adjust the plan when operations or requirements change.

4. Main contents of the plan

  • Facility information, location and business activities.
  • Inventory results, baseline year, boundaries and calculation methods.
  • Mitigation targets and their supporting rationale.
  • Proposed measures, application areas, estimated costs and expected benefits.
  • Schedule, responsible personnel and implementation resources.
  • Monitoring indicators, data sources, review frequency and reporting arrangements.

Download the facility-level GHG mitigation plan template (Vietnamese). This reference document was provided with the earlier article; compare it with the current official form before using it for a submission.

5. Information to prepare

Provide the facility's sector and scale, available inventory results, activity data for the reporting period, requirements or notices from the authorities, customer objectives and measures already being implemented. ITVC will work with the business to identify missing data and agree the support required.

6. How ITVC supports the business

ITVC supports surveys, calculations, plan preparation, supporting records, staff guidance for monitoring and reviews when circumstances change. Procedural support is agreed for the individual facility. The business remains responsible for the information it supplies and for implementation; acceptance and processing of submissions remain with the competent authority.
