Construction quality conformity assessment

Construction quality conformity assessment evaluates whether a building, work item or structural component meets its design, applicable technical regulations and standards, and project requirements.

On 6 April 2011, Vietnam’s Ministry of Construction issued Circular 03/2011/TT-BXD on construction inspection, assessment, load-bearing safety certification and certification of construction quality conformity.

The circular addressed domestic and foreign organisations and individuals involved in construction inspection, assessment, load-bearing safety certification and construction quality conformity certification in Vietnam.

Under its original provisions, the circular took effect on 1 June 2011, replacing Circular 16/2008/TT-BXD of 11 September 2008; Articles 5 and 6 of Circular 22/2009/TT-BXD of 6 July 2009; and Point b, Clause 2, Article 4 and Article 8 of Circular 35/2009/TT-BXD.

Its transitional provision allowed certification already underway under Circular 16/2008/TT-BXD to continue under that circular.
