Introduction to C-TPAT best practices

In 2006, C-TPAT published its first best practices catalogue to share effective cargo-security measures observed during validations. The 2009 addendum cited more than 8,000 validations and revalidations worldwide since that publication. These are historical figures. The addendum describes innovative approaches developed by members as security processes evolved.

Five characteristics of best practices

1. Exceed C-TPAT minimum security criteria
2. Have senior management support
3. Use written, verifiable procedures
4. Incorporate checks and balances
5. Include arrangements to ensure continuity

The addendum uses general descriptions to allow flexibility without endorsing particular technologies, products or services. It identifies the type of business where each practice was observed, such as a company, highway carrier, importer or foreign consolidator. A practice need not be limited to that entity type: a physical-security measure used by a foreign manufacturer may also suit an importer.

Effective practices combine people, processes and available technology with checks and balances, senior oversight, accountability and verification. They aim to protect the international supply chain against compromise. Although many also help prevent theft and protect assets, the catalogue focuses on preventing weapons of mass effect, terrorism and contraband from entering the supply chain.

The addendum is not an exhaustive inventory of practices across all C-TPAT partners. It was intended as a reference that could be updated as further practices were identified during validation and revalidation. Neither the addendum nor the original catalogue is a master checklist of all security requirements.

C-TPAT recognizes that security measures must be tailored to each partner’s risk assessment. No single practice, by itself, creates an effective secure supply chain.
